Depicted in the center of the image is a bird named Osprey, which is also the nickname for a fighter aircraft of the US troop. This specific aircarft was introduced to the US base in Okinawa and some local residents were against it due to safety concerns. The bird is holding a fish with a map of Okinawa, where most of the US bases in Japan are located, illustrated on its body.
